President Ilham Aliyev has signed a Decree on the establishment of the
Energy Efficiency Fund and on the regulation of key issues related to its operation — marking another significant
milestone in Azerbaijan’s national energy transition strategy.
According to the decree, the Energy Efficiency Fund is created to stimulate and promote energy efficiency and the
efficient use of energy resources across all sectors of the economy. The decree also approves the “Regulation on the
Formation and Use of the Funds of the Energy Efficiency Fund”, which outlines the mechanisms for managing and
allocating financial resources to projects that support sustainability and innovation in energy management.
Under this framework, the Ministry of Energy of the Republic of Azerbaijan, acting as the Energy Regulatory Agency,
has been appointed as the official manager of the Fund’s resources. The Ministry will also exercise general oversight
and control over the formation, distribution, and utilization of the Fund’s assets.
The establishment of the Energy Efficiency Fund demonstrates Azerbaijan’s firm commitment to enhancing energy
efficiency, reducing consumption, and promoting renewable and clean technologies, aligning national policy with
international best practices in sustainable energy development.
