An official meeting was held between the Ministry of Energy of the Republic
of Azerbaijan, the consulting company ENERGAZER LLC — engaged for the preparation of the pilot project under the
framework of Public-Private Partnership (PPP) — and Azeristiliktachizat OJSC. The meeting marked the first official
discussion on the preparation phase of the project for implementing cogeneration and trigeneration facilities in
Azerbaijan.
Cogeneration systems allow the simultaneous production of both electricity
and heat, helping to reduce natural gas consumption and improve overall energy efficiency. In the case of
trigeneration, cooling energy can also be produced (especially during the summer season) to meet the cooling demands
of both residential and non-residential consumers. The project envisions the application of cogeneration and
trigeneration systems with heat generation capacities ranging from 1 to 6 MW, aiming to replace outdated boiler
systems and to serve new residential and commercial developments.
During the meeting with ENERGAZER LLC — the winner of the tender for
developing the techno-economic justification (TEO), engineering design, and implementation plan for the pilot project
— the consultant presented its initial report. The participants discussed the expected outcomes of the technical
assignment, while Azeristiliktachizat OJSC highlighted its expectations, emphasizing the importance of achieving
strong, evidence-based TEO results and ensuring high-quality execution of all assigned tasks.
As part of the feasibility study, ENERGAZER LLC will analyze the profitability and local market potential of
cogeneration and trigeneration systems in Azerbaijan. The consultant is also responsible for preparing all necessary
documentation, including engineering design and technical specifications, for the pilot project’s implementation.
The main objective of this pilot project is to develop an economically viable model for both the public and private
sectors by improving the efficiency of existing heating systems, reducing gas consumption, and minimizing
emissions—thereby contributing to a more sustainable and energy-efficient future for Azerbaijan.
