ENERGAZER is providing technical expertise for the

Azerbaijan through a feasibility study for the country’s first Public-Private Partnership (PPP)
pilot on cogeneration.
The project focuses on developing a comprehensive techno-economic justification (TEO) to evaluate
the efficiency,
sustainability, and financial viability of cogeneration as a strategic energy solution. This
initiative represents a
key step toward diversifying Azerbaijan’s energy sector, improving efficiency, and supporting the
transition to a
low-carbon economy.
This pilot project is designed to set a benchmark for
future energy
initiatives in Azerbaijan by combining private sector innovation with public sector support.
