ENERGAZER, as part of an international consortium with
NIRAS (Denmark) and
Integration Environment & Energy GmbH (Germany), is delivering technical assistance under an Asian
Development Bank
(ADB) program in Azerbaijan. The project focuses on the decarbonization of the heating sector and
the integration of
renewable heat solutions with a total budget of USD 1.1 million.
The scope includes developing a legal and regulatory
framework, improving
the efficiency of existing heating systems, optimizing tariffs, and piloting renewable heat
technologies. In addition,
a comprehensive strategy will be prepared for Azeristiliktachizat OJSC to support long-term
modernization and
sustainability in the heating sector. This initiative will contribute to reducing emissions,
increasing energy
efficiency, and aligning Azerbaijan’s heating sector with global low-carbon transition goals.
Project Overview
This project, funded by the Asian Development Bank

an international
consortium including NIRAS (Denmark), Integration Environment & Energy GmbH (Germany), and
ENERGAZER (Azerbaijan), the
initiative focuses on regulatory reforms, efficiency improvements, tariff optimization, and pilot
projects that pave
the way for cleaner, more sustainable heating solutions.
The outcome will strengthen institutional capacity, modernize infrastructure, and align
Azerbaijan’s heating sector
with global low-carbon transition strategies, while reducing emissions and improving energy
efficiency.
